Background In Switzerland, right-to-die organisations assist their members with suicide by lethal drugs, usually barbiturates. One organisation, Dignitas, has experimented with oxygen deprivation as an alternative to sodium pentobarbital. Objective To analyse the process of assisted suicide by oxygen deprivation with helium and a common face mask and reservoir bag. Method This study examined four cases of assisted suicide by oxygen deprivation using helium delivered via a face mask. Videos of the deaths were provided by the Zurich police. Dignitas provided (...) protocol and consent information. Results One man and three women were assisted to death by oxygen deprivation. There was wide variation in the time to unconsciousness and the time to death, probably due to the poor mask fit. Swiss law prevented attendants from effectively managing the face mask apparatus. Purposeless movements of the extremities were disconcerting for Dignitas attendants, who are accustomed to assisting suicide with barbiturates. None of the dying individuals attempted self-rescue. Conclusions The dying process of oxygen deprivation with helium is potentially quick and appears painless. It also bypasses the prescribing role of physicians, effectively demedicalising assisted suicide. Oxygen deprivation with a face mask is not acceptable because leaks are difficult to control and it may not eliminate rebreathing. These factors will extend time to unconsciousness and time to death. A hood method could reduce the problem of mask fit. With a hood, a flow rate of helium sufficient to provide continuous washout of expired gases would remedy problems observed with the mask. Governments must keep agricultural systems free of pests that threaten agricultural production and international trade. Biosecurity surveillance already makes use of a wide range of technologies, such as insect traps and lures, geographic information systems, and diagnostic biochemical tests. The rise of cheap and usable surveillance technologies such as remotely piloted aircraft systems presents value conflicts not addressed in international biosurveillance guidelines. The costs of keeping agriculture pest-free include privacy violations and reduced autonomy for farmers. We argue that physical and (...) digital privacy in the age of ubiquitous aerial and ground surveillance is a natural right to allow people to function freely on their land. Surveillance methods must be co-created and justified through using ethically defensible processes such as discourse theory, value-centred design and responsible innovation to forge a cooperative social contract between diverse stakeholders. We propose an ethical framework for biosurveillance activities that balances the collective benefits for food security with individual privacy: establish the boundaries of a biosurveillance social contract; justify surveillance operations for the farmers, researchers, industry, the public and regulators; give decision makers a reasonable measure of control over their personal and agricultural data; and choose surveillance methodologies that give the appropriate information. The benefits of incorporating an ethical framework for responsible biosurveillance innovation include increased participation and accumulated trust over time. Long term trust and cooperation will support food security, producing higher quality data overall and mitigating against anticipated information gaps that may emerge due to disrespecting landholder rights. Cognitive science is experiencing a pragmatic turn away from the traditional representation-centered framework toward a view that focuses on understanding cognition as "enactive." This enactive view holds that cognition does not produce models of the world but rather subserves action as it is grounded in sensorimotor skills. In this volume, experts from cognitive science, neuroscience, psychology, robotics, and philosophy of mind assess the foundations and implications of a novel action-oriented view of cognition. Originally published 1978.This volume examines the purpose and the functioning of the present education system inthe UK and when it was originally published it was the first overall review of developments in British education since the 1944 Education Act. It discusses some of the most significant reforms which have stemmed from developments in the primary schools, in particular from the adoption of child-centred and progressive methods of teaching.

Austin argued that ‘if’ has sometimes a non-conditional function, his reason being that some types of if-statement are deviant by two criteria which establish a norm. Following Pears more or less closely, I shall refer to applications of these criteria as the contrapositive and nondetachment tests, and to any if-statement which fails at least one test as a pseudoconditional, or more briefly as a pseudo. Thus, to turn directly to the narrower subject of this paper- the singularity Austin exposed in (...) a thesis of Moore's - ‘He can, if he chooses’ fails either test. It does not entail ‘lf he cannot, he does not choose to’. Nor does it entail ‘He can’. Hence, it is doubly pseudo - and the same applies after systematic variation in grammatical person, tense and mood. (shrink)

The work of Professor Jaeger on the Aristotelian metaphysics, and its modification by the late Hans von Arnim, have raised many new points of the greatest interest, and may, I hope, be considered as having opened up a large and fascinating new field for discussion rather than as having closed the matter. It is a subject which must be considered as a whole. There would be little profit in writing short notes on isolated points in the arguments of the two (...) scholars. Anyone who, possessed of some previous acquaintance with the Aristotelian corpus, reads their work is inevitably stimulated to return to Aristotle with his mind full of fresh ideas. If after a re-examination of the texts he feels he has a different story to tell, he must tell it for himself. That is my excuse for an account which must include much which was always known and much which has arisen out of the work of Jaeger and von Arnim. My conclusions are not the same as theirs, and the argument must stand or fall as a consistent whole. (shrink)

The symbol grounding problem is concerned with the question of how the knowledge used in AI programs, expressed as tokens in one form or another or simply symbols, could be grounded to the outside world. By grounding the symbols, it is meant that the system will know the actual objects, events, or states of affairs in the world to which each symbol refers and thus be worldly-wise. Solving this problem, it was hoped, would enable the program to understand its own (...) action and hence be truly intelligent ). The problem becomes more acute after a challenge posed by Searle in his now famous Chinese Room Gedanken experiment. Searle argued that no AI programs can be said to understand or have other cognitive states, if all they do is formal symbol manipulation. (shrink)
